Rachel Terry

Meet Rachel

Rachel has been an attorney for almost 20 years and has dedicated the last decade of her career to advocating for the State of Utah. She currently serves as the Director of the Utah Division of State Risk Management which provides insurance and risk mitigation services for state entities, public schools, and higher education.  

As an attorney at the Utah Attorney General’s Office, Rachel represented law enforcement officers, school districts, and universities in civil rights cases. She also advised her clients on how to better comply with the law. 

Rachel previously served as the deputy director for the Utah League of Cities and Towns, where she advocated and supported municipalities. She worked for the law firm Fabian & Clendenin for eight years, handling mining, real property, banking, and other cases, and served two years for the Utah Board of Education. 

Rachel received her BA from Utah State University (Go Aggies!) and her law degree from BYU (Go Cougs!).

Rachel is passionate about her family and community and regularly volunteers at her kids’ school and with her church. She also donates time and money to support the Utah Republican Party. 

Rachel and her husband, Justin, have teenage twins and love hunting, hiking, riding around on their RZR, and watching reruns of The Office and The Good Place.
